Police officer found dead inside car

ITANAGAR, Sep 14: In a suspected case of suicide, a Sub-Inspector allegedly shot himself to death with his service revolver here this morning.
The body of Hano Chatung, Sub-Inspector attached to Doimukh Police Station, was found in a pool of blood at 7:30 am inside his Chevrolet car bearing registration number AR-01H-9709 on the roadside near Six Miles on the Itanagar-Naharlagun stretch of National Highway 415.
The initial reports had suggested that the incident could have been an accident, but his service revolver was out of its cover and was found lying between his legs and the car also bore little scratches and ordinary damages. He suffered bullet injuries in his head, the Capital SP said, when contacted. "It is a prima-facie case of suicide. We are investigating the case. An inquiry has been ordered into the incident," said the SP. One empty shell was also recovered from the place of occurrence, he said, adding that a case of unnatural death has been registered and further probe is on. The post mortem and forensic science laboratory report is awaited, police informed.
TSD demands inquiry into cop death
Meanwhile, Tanw Supun Dukun (TSD), the Apex Council of Apatani Community has expressed deep shock over death of a young and promising police officer Hano Chatung, SI, at 6 mile, Itanagar on way to Naharlagun this morning.
The TSD appealed to the State Government to order a thorough magisterial enquiry into the incident to rule out any foul play in his mysterious death inside his car.
The Apex body prayed to almighty for eternal peace of the departed soul and conveyed deep sense of condolence to the bereaved family members.
Hano Chatung was the son of Bamin Hinda, a member of Governing Council of TSD and Deputy General Manager Transport, who retired recently.

Shanmuganathan has been sworn-in as the Governor of Arunachal Pradesh in the Darbar Hall of Raj Bhavan, Itanagar on 14th September 2016. Governor Shanmuganathan has been given the additional charge of Governor of Arunachal Pradesh. Chief Justice of Gauhati High Court, Justice Ajit Singh administered the oath of office.
Chief Minister Pema Khandu, Cabinet Ministers, members of State Legislative Assembly, former Chief Minister Nabam Tuki, and Chief Secretary Shakuntala Gamlin, senior officers, public leaders, special invitees and distinguished guests attended the function.

ITANAGAR, Sep 14: 113 students were awarded M.Tech and B.Tech degrees in the third convocation of the National Institute of Technology -- Arunachal Pradesh on Wednesday.
The institute also awarded Gold Medals to highest scorers in four categories viz., Tagore Gold Medal to Sourabh Prakash Roy in Humanities subjects, Vishvesraya Gold Medal to Vishnu Priya in Engineering subjects, S N Bose Gold Medal to Bhawna Kumari in Science Subjects and J C Bose Gold Medal for best hardware project to 2 teams in group of four.
The institute also awarded Doctorate Degree in engineering to Dr Santanu Maity.
Deputy Chief Minister Chowna Mein while attending the Convocation said that the higher educational institutions like the NlTs had a greater role to play in the development front. He called upon all such institutes to establish connection with stakeholders, identify problems hindering the development of the regions, and use their academic and research expertise to find solutions.
"In a state like Arunachal Pradesh with extremely poor road conditions and harsh climatic condition and difficult terrains, where natural calamities like landslides and erosion frequently occur due to flooding of rivers, inadequate quality control and supervision mechanism, technological bottlenecks etc.,
the NIT and other such Institutes located in the region should play an active role in advisory capacity," Mein said.
He exuded confidence that central institutions like NlTs will spur the development of our nation.
He emphasized to give preference on research and innovation in academic development of NITs. He said that MoUs for research collaboration executed with foreign institutions have to be tracked regularly to ensure their efficacy.
He further said that the IITs /NITs are centers of creative excellence, which have always believed in promoting entrepreneurship and appealed to the students to make best use of the resources and come up with innovations through Research & Development activities.
He suggested for constitution of a Student Grievances Redressal Cell at the Council level in coordination with directors of institutions.
He further said that the govt under the leadership of Chief Minister, Pema Khandu is according top priority to education sector, especially in higher and technical education for human resource development. He hoped that more such institutes of higher education will come up in the state and would provide employment opportunities to the educated youths and focus on quality education and skill development to make our youths self-reliable.
He exhorted the passing out students to be teacher of tomorrow, a leader of the nation and global missionaries in the fields of science, engineering and technology in particular.
He expressed happiness that the Institute has been ranked at grade 'B'. He said that the achievement had placed NIT-AP at a high national rank of 19th in the NIT ranking system among 31 NITs in the country.
Director of NIT-AP, Prof. CT Bhunia informed that NIT-Arunachal Pradesh is the fastest growing NIT among the 10 new NITs established by Ministry of Human Resource Development, Govt. of India in 2010. Over the last 5 years, the Institute has grown vastly and profoundly and the Institute is running seven 4-years B.Tech programmes, six M.Tech programmess, four MS programs besides several Ph.D programmes and MBA online. It is catering more than 700 students and 100 employees.

Hundreds march demanding early arrest of accused
ITANAGAR, Sep 14: Agitated against Capital Police for allegedly unable to arrest alleged accused Lezen Gyadi in connection to Itanagar PS Case no 246/2016 U/S 307 IPC, (assault on Mebom Jilen case), hundreds of students and people from West Siang district based organisations led by Kargu Kardi Students Union (KKSU) which was supported various by other organisations including Galo Welfare Society (GWS) and Galo Students Union (GSU) on Wednesday staged peaceful dharna at Tennis Court IG Park here.
It is said that alleged accused has brutally assaulted the victim (Mebom Jilen) on September 3, 2016 last, with dao (machete) inflicted him grievous injuries at arms. Since then the police department is reportedly has failed to arrest the alleged accused.
Shouting slogan to end "dao culture and justice for Mebom Jilen" the protestors started marching from Mopin-Solung ground here which was culminated at Tennis Court. The organisations demanded for early arrest of alleged accused and book him under appropriate sections of law.
"We want immediate arrest of culprit and give him exemplary punishment according to law" said an angry protestor. Dao culture should be ended and discouraged by every section of the society, he added. Another protester while appealing to people to extend support to them, said, criminals do not belong to any community.
The organisations have expressed displeasure over police department for not been able to arrest the accused at the earliest.
Major reshuffle in state BJP unit, saffron party distance itself from Rajkhowa removal

ITANAGAR, Sep 14: In a major reshuffle in Bharatiya Janata Party (BJP) State Unit under its President Tapir Gao for the session 2016-2019, former party General secretary Dominic Tadar has been endorsed as Party's Vice President along with Kenyir Ringu, Nani Lajie, Nakul Chai, Wanglong Rajkumar and Jan Andolan Committee famed Tame Phassang. Former Corporate Head and Journalist turned Politician Jarpum Gamlin have been appointed as General Secretary (GS). While, former party General Secretary, B R Waghe will continue his position.
The reshuffle has been announced after delay of almost four months of appointment of former MP and National General Secretary, Tapir Gao as state President on April last. BJP has the strength of 11 MLAs in the 60 member Assembly and is the key opposition party against the Congress ruled state of Arunachal.
Meanwhile, on being asked by media, the State BJP unit has distanced itself from unceremoniously sacking of Governor J P Rajkhowa, a day after former Governor disclosed in media that he has done nothing wrong and President Rule on January 26 was not only his decision.
'The state BJP has nothing to do with the dismissal of Governor JP Rajkhowa, Chair of Governor is the completely constitutional post and party can't do anything on the issue' said newly appointed Vice President BJP State Unit, Dominic Tadar.
However, Tadar viewed that 'losing of appointing authority's confidence on Rajkhowa could be the reason of his sacking of from the Raj Bhawan. He further denied that dismissal of Governor was not a major blow to BJP, as Congress and other political party in the state were demanding immediate dismissal of Rajkhowa before and after the Supreme Court verdict.
Cong blames BJP Govt for PR
ITANAGAR, Sep 14: Reacting to former Governor J P Rajkhowa's press statement that President's Rule in Arunachal Pradesh was not imposed based on the Governor's report only, the Congress party in the state said that the entire episode of President's Rule in the state was masterminded by the Narendra Modi Government.
"Now it has become crystal clear from his (Rajkhowa) press statement that the entire episode of President's rule in Arunachal Pradesh was created, designed and masterminded by the Modi government going beyond the Constitution of India just to topple the popular elected Congress Government in the state," said APCC president Padi Richo in a press statement.
"Rajkhowa has been made scapegoat and sacked,
when they failed to install the BJP government in the State, to hide their own misdeeds," the APCC president said.
He also alleged that whole episodes of political turmoil and instability of the Government have been created by few BJP leaders from Arunachal Pradesh, who misguided the central leaderships as well as Rajkhowa, to form Govt. through backdoor.
Richo also opined that these acts of the BJP in the state will cost the saffron party dearly in the next assembly election in the state.
Meanwhile, APCC welcomed Governor designate V. Shanmuganathan to the State, who took over the charge as Governor on Wednesday.
Parking fee in RKMH area evokes public resentment

ITANAGAR, Sep 14: The decision of Rama Krishna Mission Hospital authorities to collect parking fees has evoked strong reaction from the visitors. The RKM hospital collects parking fee of Rs 10 for first 4 hour and after end of that period additional Rs 10 will be charged for every hour. Due to the increasing population, the RKM authorities have been struggling to accommodate increasing number of vehicles. However the decision to collect parking fees as measures to regulate increasing volume of vehicle is questionable.
The capital denizens are aghast at the move of RKM authorities. "We have a great respect for the service being rendered by hospital authorities. But commercial activities like this are against the spirit of charity organization like Rama Krishna Mission. They get grant in aid from state and central government. Many private donors also contribute. They should be sensitive towards people," shared a citizen.
CM welcomes constructive media criticism in people’s interest
ITANAGAR, Sep 14: Media has a vital role in democracy, Chief Minister Pema Khandu has said and exhorted the media persons of the state for constructive criticism of the GoAP to take the right path in greater interest of the masses.
Khandu's comment came in when a media team representing Arunachal Press Club (APC), the Arunachal Pradesh Union of Working Journalists (APUWJ) and Arunachal Electronic Media Association (AEMA) led by APC president Chopa Cheda, APUWJ president Amar Sangno, both organizations chief adviser Pradeep Kumar and AEMA Mukul Pathak called on him on Monday.
"The Govt at times faces pressures from unseen quarters but when the media tells what is right and what is wrong, it helps the GoAP choose the right path, Khandu said without mincing any words. Cross check before covering any news to avoid misinformation, Khandu advised the media but assured to implement IPR Policy notified in official Gazette on 02.07.1991 and 1999 to streamline advertisements and redress all grievances for speedy growth of media in Arunachal Pradesh when media fraternity called on him and submitted a nine-point memorandum enlisting their grievances.
Cheda sought the CM's intervention to implement Information Publicity Policy in toto like most of the states in the country and clear pending GoAP advertisement bills amounting to Rs over three crore.
"The bills remain pending for years together making it almost impossible for the media establishment to sustain, pay salaries to their meagerly paid staff, besides bearing high cost of printing newspapers.
That is why, the media fraternity had boycotted the 2016 Statehood Day celebration as the outstanding bills then amounted to over Rs 4 crore then," informed senior journalist Pradeep Kumar.
While demanding enhancement of advertisement tariff for print media, Kumar informed that the IPR advertisement was decade old while the GoI's DAVP hiked the rate by 19% in November 2013 and neighbouring state Assam Govt to 60% wef 01.01.14.
Considering the mounting inflation of current printing cost including transportation charge for circulation in the state, the media fraternity while pleading for its annual hike by 10% urged the CM to enhance the rate to minimum Rs 200 per cm/per column.
While urging the CM to continue with corpus fund, Sangno informed that the corpus fund for Journalists' Welfare Fund now stood at Rs one crore, increased from Rs 20 lakh by former CM Nabam Tuki. However, former CM, late Kalikho Pul had announced additional Rs one crore, which may be sanctioned for the greater welfare of the rising number of state's press persons, he added.
The media representatives also demanded immediate land allotment for Media Colony within Indira Gandhi Park here for which former CM, late Dorjee Khandu had sanctioned fund.
Considering the misuse of accreditation cards by journalists who have left the profession and have no more relation with media, including free-lancers, they urged that the Accreditation Committee should recall all such cards and re-issue to genuine journalists. It also urged that the AC should have APC, APUWJ and AEMA representatives as member of the AC to recommend for granting accreditation and urged for facilities for the accredited journalists at par with other states. Though the state has provision for accreditation of working journalist, but no such facility like concession in fares of state transport bus, provision of reservation with special lower rates in all Bhawans of the state government anywhere in the country are being extended to the accredited journalists, they informed.
While pleading for Broadcasting Policy for advertisement for electronic media, Pathak urged the CM to amend the IPR Policy facilitate growth of electronic media. A committee with GoAP representatives and electronic representatives be formed to suggest the policy incorporating.
To boost the role of electronic media, he also suggested to move the I&B Ministry to get enough Television Rating Machine (TRP) machines installed for recording the coverage to draw national attention as TRP is the criteria for advertisement for all corporate houses in the country. It would help grow the electronic media while creating job opportunities, Pathak reasoned.
Khandu assured to look into all demands after discussing with the chief secretary, IPR secretary and IPR department and decision would be intimated to the media fraternity by his PRO Jambey Tsering.
Maths remains major cause of concern: Survey

ITANAGAR, Sep 14: India is close to universal enrollment for the age group 6-14, with the percentage of children enrolled in school at 96% or above for the last six years in a row, according to survey conducted by ASER (Annual Status of Education Report, Rural), New Delhi.
However, the situation with basic reading continues to be extremely disheartening.
As per the ASER survey report, which was published in August 2015, in Standard III, only a fourth of all children can read a standard II text fluently. Even in standard VIII, close to 75% children can read Standard II level, which implies that 25% still cannot.
In Arunachal Pradesh, in Standard III, 7.2% children cannot even read letters, 24.6% can read letters but not more, 38,5% can read words but not standard I level text or higher, 19.4% can read standard I level text but not standard level II text, and 10.2% can read standard II level text, the report said.
The percentage of children in standard III, who can read at least words, was 68.3%.
Mathematics remains continues to be serious and major cause of concern.
The all India figures for basic arithmetic have remained virtually unchanged over the last few years. In 2012, 26.3% of standard II children could do a two digit subtraction. This number was at 25.3% in 2014, the report said.
In case of Arunachal, in standard III, 5.3% children cannot even recognize numbers 1-9, 9.9% can recognize numbers up to 9 but not more, 47.9% can recognize numbers up to 99 but cannot do subtraction, 33,2% can do subtraction but cannot do division, and 3.7% do division.
The percentage of children in standard III, who can recognize numbers 10-99 and more, is 84.4%. The percentage of children in standard IV, who can at least do subtraction, is 57.1%. In standard V, 35.8% percent children can do division.
The ASER visited 189 Primary and Upper Primary schools in nine districts of Arunachal Pradesh in 2014. The data indicates that 85% of enrolled children in Upper Primary and 83.7% of enrolled children in primary schools were present on the day of visit. These figures in 2010 were 82% in case of Upper Primary and 82.8 in Primary Schools.
As per the survey report, the teacher-student ratio under RTE was 1:78 in 2010, 1:70.2 in 2011, 1:75.3 in 2012 and 1:69.4 in 2014.
The ASER 2014 visited 577 rural districts across the country, including Arunachal Pradesh. The survey was carried out in 16,497 villages covering 341070 households and 569229 children.
Meanwhile, ASER will conduct similar survey from September 20 to November 30 this year in 10 districts, namely West Kameng, Papum Pare, West Siang, Lower Subansiri, East Siang, Upper Siang, Tirap, Changlang, Lower Dibang Valley and Lohit.
ASER is conducting a state level training for master trainers for the purpose at Naharlagun on September 15-19. (The figures mentioned in the report may fluctuate during the last 1 and half year).
Mamang Dai conferred D. Lit
ITANAGAR, Sep 14: Noted novelist and poet Padmashree Mamang Dai was conferred the honorary D Lit. degree by National Institute of Technology--Arunachal Pradesh in the third convocation of the institute on Wednesday.
Dai was conferred the degree in recognition of her outstanding contribution to the cause of societal development.
Meanwhile, Chief Minister Pema Khandu has congratulated Padmashree Mamang Dai for being conferred the Honorary Degree of D. Lit by the National Institute of Technology, Arunachal Pradesh.
In a congratulatory message this evening, Khandu expressed happiness that a reputed institute like NIT has conferred the Honorary Degree of D.Lit to Dai on a befitting occasion.
"Dai, who was conferred the prestigious Padmashree award in 2011, well deserves this honour. For the umpteenth time, Dai has made us Arunachalees proud," Khandu said in his message.
Dai is a poet and novelist who writes in English and had established herself as one of the most intensely poetic voices from the North East region with her first publication 'River Poems'.
"Dai is indeed the 'pride' of Arunachal Pradesh, as she is not only an eminent poet, author and a reputed journalist but also a symbol of women empowerment. "
"I salute her for her courage to choose the profession she is in today despite serving in the elite civil services. She deserves more such accolades," Khandu added.
Orgs against granting to bail to drug peddlers
ITANAGAR, Sep 14: The Cultural and Literary Society of Mishmi's and All Mishmi Women Welfare Society (AMWWS), have appealed to the Lohit Deputy Commissioner cum District Magistrate to deny bail to drug peddlers and sexual offenders under police custody and to intensify ILP checking at check gates to restrain the movement of anti-social elements.
"Since such offences are punishable under the NDPS act 1985, it is our sincere appeal to the authorities concerned not to grant bail to such offenders so as to deter others from indulging in such crimes," said CALSOM and AMWWS, in a joint representation to the Deputy Commissioner.
The recent crackdown on drug/opium peddlers in the district by the police is laudable and we expect that the whole racket of drug traffickers will be busted by the police in order create a drug free society in the days to come, it said.
The need of the hour is to send a strong message to the wrong doers that the law of the land prevails.
Expressing grave concern over involvement of policemen in drug peddling, both the organizations demanded stringent action against the two policemen, who were arrested by police recently for peddling drugs.
It is reported that some of the police personnel are opium/drug addicts, which needs to look into by the department concerned, it said.
Further, the recent arrest of sexual offenders for their alleged involvement in sexual assault/ molestation has created a kind of fear psychosis among the general public of Tezu. The peace loving and law abiding citizens of Lohit resent such detestable and unlawful incident, which was unheard of in the past, the representation said and appealed to the authorities concerned not to grant bail to such offenders and further ensure that the culprits are brought to justice.
Since crimes of such magnitude are generally committed by some antisocial elements from outside of the state, it is imperative to intensify the ILP checking at the police check gates at Dirak and Sunpura. Besides, the District Administration needs to carry out ILP checking in an around Tezu at regular intervals to check unabated influx of people with dubious antecedents, the representation added.
APGCPA demands modification of RR
ITANAGAR, Sep 14: A delegation of Arunachal Pradesh Government College Principals' Association (APGCPA) has called on Minister for Education Honchun Ngandam at his residential office on Wednesday and submitted a memorandum pertaining to modification of the existing Recruitment Rule of Director Higher & Technical Education.
The APGCPA in its memorandum stated that there is a gross disparity in the recruitment rule,
especially in the eligibility criteria which has undermined the very essence of the bifurcation of Higher & Technical Education.
"The Department of Higher & Technical Education was bifurcated from the Department of Education, essentially to have proper and efficient management so as to ensure quality teaching and learning process in the state. The core essence of bifurcation was that the Department shall be manned by the colleges and in other words those who are experience and expertise in the management of higher educational institutions. But unfortunately, the existing RR has virtually de-linked the colleges as there is no direct route to become the Director of the Department," the memorandum said.
"This is sheer injustice to the colleges and it tantamount to defeat of the very purpose of bifurcation of higher education department in the state," it said.
The Recruitment Rule of Director (H&TE) was framed in 2002 in which the Principals of Government colleges and the Joint Director (H&TE) were placed at par to be considered for appointment to the post of Director on promotion. But it has been negated by completely degrading the Principals of the colleges in the last place for consideration that too on deputation basis," the memorandum said.
The APGCPA further stated that "changes in RR were done so hurriedly and secretly that everybody were taken surprise and astonished. "
"The present RR virtually blocked the promotional avenues of the college Principals," it said.
During the meeting, which was later joined by the Secretary Education Bidol Tayeng and Director Higher & Technical Education Dr Tejum Padu, the Education Minister after patient hearing and examining the papers emphatically expressed that there is certainly an anomaly in the existing RR.
He directed the Secretary Education to put up the matter on priority so that existing RR could be modified in a just and fair manner.
Mein stresses on regular training for engineers
ITANAGAR, Sep 14: Deputy Chief Minister Chowna Mein stressed need for giving training to all ranks of engineers on a regular basis. He said this in his inaugural speech of the three days training on "CPWD works manual, construction of flexible and rigid pavement" at Administrative Training Institute, Naharlagun on Wednesday.
"The regular training for professional of any discipline is absolutely necessary to keep themselves up-to-date with the latest management and technological developments," he said.
The DCM asked the department to come up with annual calendars for training on the lines of CPWD and other similar construction organisations.
"This will benefit our engineers to take innovative and cost effective infrastructure projects in future," Mein opined.
"As the State government is embarking upon firming up a long-term development goals in the shape of Vision 2030, it will not be out of place to say that, amongst others, engineers will bear a huge responsibility to realise the goals," said the Deputy Chief Minister.
He further said that the govt has already started introduction of modern method of construction of road by introducing construction of concrete roads. He added that the Concrete road or rigid pavement construction which was introduced in district HQs in the recent past is fast picking up, and is the right solution to do away with the present stock of roads in India which are out-dated, congested, wasteful of resources and extremely unsafe.
He urged the faculty trainers to impart training especially on construction of concrete road, so as to acquaint the engineers with the latest advancement in the construction technology suitable for this heavy rainfall, slide & flood prone and hilly terrains of the state.
He further said to assure good quality in construction of roads, bridges and buildings etc to ensure durability and to impart training to learn the methods of construction with total quality assurance.
While citing CPWD Works Manual as one of the important subject, he said, "CPWD Works Manual provides a basic frame work of planning, designing and execution of Construction Works in PWD. Strict adherence to Manual will help avoid many pitfalls in award of contract works which in turn drastically cut down on arbitration and litigation suits".
He exuded hope that the training will reinforce acquaintance with the latest amendments and help to formulate more realistic estimate, carry out contract works with effective contract administration and shall also hone project monitoring skills and quality assurance.
Secretary PWD, Ashok Kumar, Chief Engineers Atop Lego, Kuru Charu and Hage Apa were present on the occasion.

‘Do not spread rumors of head hunters’
Changlang police to intensify night patrolling
CHANGLANG, Sept 14: Changlang Superintendent of Police, Amit Sharma has appealed all and sundry not to spread rumors of head hunters ("Murkatta") as it may help criminals trick victims with serious crimes. In an emergency meeting with PRI members, senior citizens, executives members of various organizations at his office chamber on Wednesday to discuss the rumors of head hunters wondering in Changlang district headquarters and their involvement in human trafficking, smuggling of human organs, etc which has created ripple of panic among all walks of people in the district, the SP said that not a single instance of such case has been reported so far in any of the Police Stations in the district.
Such rumour may help criminals trick victims with serious crimes, he said while citing an example of a crime committed at Bordumsa wherein a juvenile entered a house and committed theft in disguise of a Murkatta.
However, the SP promised to intensify night patrolling in the area with moveable as well as static patrolling team to instill sense of security and confidence among the public. The SP said that ILP checking will also be intensified to check influx of antisocial elements in the district.
Changlang Deputy Commissioner, Wayong Khimhun who was also present in the meeting appealed the people of the district not to spread baseless, unfounded and false rumors in the society. Every false rumor has a kind of detrimental effect, he said while citing the example of an employee of Veterinary Department who was beaten up in the night of 13th Sept last by mob suspecting him to be a member of Murkatta. Pema takes stock of Pasighat Outdoor Stadium project work
PASIGHAT, Sept 14: Chief Minister Pema Khandu, who was on visit to Pasighat on Tuesday took stock of the progress made in construction of the outdoor stadium here from departmental officials.
Deputy Director (Planning) P K Thungon informed the Chief Minister that almost 30% of the ambitious project scheduled to be completed by 2017 has been done. He said the project can be completed 6 months ahead of schedule provided the work goes on in full swing, which would be possible if funds are released on time.
The foundation stone of the project being executed by the Urban Development and Housing department was laid in 2014 at Pasighat General Ground.
Khandu asserted that the project is of extreme significance and therefore must be fast tracked. The Chief Minister asked the Urban Development and Housing Department for timely execution of the multi-crore project and requested local leaders to help the department in its completion. He also assured full support of the state government.
"Our youths have immense potential to develop and evolve as champions in various fields of games and sports. We need to give them the facilities. This stadium at Pasighat is one such facility that must be available to them at the shortest possible time," he emphasized.
The Chief Minister asked the Urban Development and Housing Department for timely execution of the multi-crore project and requested local leaders to help the department in its completion.
Construction of a well-equipped outdoor stadium at century-old Pasighat town is a long pending demand of the local people.
The state government under Sports & Youth Affairs sanctioned an amount of Rs 12.5 crore out of the total estimated project cost of Rs 40.90 crore for "Construction of Outdoor stadium at Pasighat" during early January 2014.
The stadium would be equipped with all modern facilities for conducting state and national level sport events.
'No work no pay' policy invoked in Kurung Kumey
KOLORIANG, Sept 14: Kurung Kumey DDSE cum DPO, SSA, Giogi Kaha said that the "No Work No Pay" policy of the Govt has come into effect for the teaching/non-teaching staff of Education Department under Kurung Kumey district from Sept 7 as per the directives of Secretary Education, Govt of Arunachal Pradesh, vide No.SECY.EDN/01/2016. The DDSE announced this in a coordination meeting of educational officers, Block functionaries and Incharges of all educational institutions on implementation of "No Work No Pay" cum Technical Workshop Training on Students Data Capture Format held at Koloriang on Sept 7. The policy was invoked in order to create healthy and conducive atmosphere in all educational institutions. He also extended thanks to the teachers who sincerely discharging their services particularly at interior schools where there is no proper road structure and communication system.
DDSE also directed the CRCCs to visit the schools twice in a month, BRCCs once in a month to every school in their respective block and suggested the BEOs to conduct surprise check in the schools for proper implementation of "No Work No Pay". The Headmasters, teacher in-charges were advised to play role model in the school and maintain visitors register for cross checking. He also advised the house to extend Cooperation and support one another on discharging an academic activities like collection and entry of students data capture.
Gyamar Main, DPC (SSA) Kurung Kumey district also advise the BEOs/BRCCs and CRCCs to conduct regular monitoring and help the teachers working at different hard and isolated schools in the district. He also requested all teacher incharges to maintain strictly the academic calendar and guidelines of govt.
Nangram Kayum, Co-ordinator Planning and MIS and Tai Kaha, Coordinator, Pedagogy and Com. Mobil, lead the technical part as a resource persons and also suggested the teacher incharges to capture clean information in the format to avoid data in consistencies, according to an official release.
Legal Services Campaign at Pasighat Mega Solung Festival
ITANAGAR, Sep 14: The Arunachal Pradesh State Legal Services Authority recently participated in the 50th Mega Solung Festival Celebration at Pasighat wherein a Legal Services stall was setup with 20-25 Legal Aid Advocates, who conducted on-the-spot counselling regarding availability of free legal aid/services, scheme and activities available for the citizens in the state.
As a part of the awareness, brochures on subjects such as ;Arunachal Pradesh Victim Compensation Scheme, Para Legal Volunteers Scheme, Legal Aid Clinic, Lok Adalat, Women's Right to Protect From Domestic Violence , Child Right, Fundamental Right, Access to Justice for All Under Legal Services Authority Act, 1987 and Plea Bargaining were distributed to nearly 1469 visitors, who had visited the stall during the 5 days festival.
A documentary film titled "Apne Ajnabe'' which deals with racial discrimination of North- Eastern people in mainland India was screened for the public.
Meet on SAGY, streamlining of PDS held
AALO, Sep 14: West Siang Deputy Commissioner Gamli Padu instructed the District Food & Civil Supply officer to go in detail on payments and release of ration items and cooking gases so that the govt. can be taken up on that basis.
The DC, who convened a meeting with DF & CSO, ATPWDS and Siang Gas Agency to streamline distribution of rations, domestic and business cooking gases, said, "No doubt problems are there but we should be able to reduce the problems so that consumers do not suffer at large."
He also instructed to lift all ration commodities within stipulated time.
While chairing a review meeting of Sansad Aadarsh Gram Yojna for adopted Yigikaum village in his office conference hall later in the day, Padu said that SAGY is based on Mahatma Gandhiji's vision of a model village to instill values in the village through holistic development for transformation of people into models for others. He heard at length on convergence programmes and schemes initiated by each and every department and stressed on pulling every possible resources by the department towards a steady progress.
The Project Director, DRDA, highlighted on various measures and initiatives taken so far by the department for the upliftment of the village.
The ZPM and ASM of the village also gave a detailed deliberations on initiative taken by the villagers and departments for the development since its adoption, and appealed the DC to tie up the Govt. for allocation of fund for infrastructural development.

Vishwakarma Football: Manipuri FC register big wins
ITANAGAR, Sep 14: Forest Co-Operation defeated the Hunter FC by 1-0 goal on the 4th day of the Vishwakarma football trophy being held at KV No 2 playground here on Wednesday.
The winning goal was scored by Gopal Dupit.
In second match of the day, Manipuri FC thrashed Hard Core Jumpers FC 10-1.
Scorers of Manipuri FC were Roshan TH (2), H Priyo (4), Tony Salam (3), Tapa Toko (1).

APESA puts emphasis oncongenial working environment
ITANAGAR, Sept 14: On the eve of Engineering Day -2016, Arunachal Pradesh Engineering Service Association (APESA) has emphasized on the congenial working environment to expedite asset building including attracting investment from outside.
Referring to the Pasighat incident of alleged extortion and its memorandum submitted to the Chief Secretary in July 7 last demanding Govt action, the Association also appealed one and all including Chief Engineers and Senior Engineers of work departments to evolve counter measures to control this menace urgently. GSS Rama Camp selected for model school
BOMDILA, Sep 14: Government Secondary School, Rama Camp has been selected and proposed as the 'model school' in the district in compliance with the directive of the State Government, informed West Kameng Deputy Commissioner Sonal Swaroop.
Attending the capacity building programme on "Inclusive Education of the Disabled at Secondary Level (IEDSS) at Government Secondary School, Rama Camp under Dirang administrative circle on Tuesday, the Deputy Commissioner advised the students to give their hundred percent in studies and lay their future foundation through education.
Earlier, DPC (RMSA) L D Komu highlighted on the purpose of the training programme.
Later, the DC along with the officers visited the Government Higher Secondary School, Dirang and interacted with the students and the teachers.

PNB opens its new branch in Pasighat
PASIGHAT, Sep 14: The Punjab National Bank (PNB) today opened its new branch in Pasighat Orin Market complex. The branch was formally inaugurated by the East Siang Deputy Commissioner Isha Khosla in presence of host of officers and businessmen of Pasighat.
Appreciating the PNB authority for opening a nationalized bank at densely populated Pasighat, DC Khosla expressed hope that customers will get hustle-free services. She also stated that it would generate more employment avenues for local educated youths and become a vehicle for economic growth of the district in particular and the state as a whole. Khosla asked the bank officials to set up ATM facilities not only at Pasighat but in interior places like Ledum, Bilat etc and to take up various local developmental issues under Corporate Social Responsibility.

ITANAGAR, Sep 14: To promote Hindi as a major link language, the Hindi Literary Club, under the auspices of the NSS unit of VKV, Nirjuli observed "Hindi Diwas" on Wednesday by organizing various literary activities under the guidance and motivation of a team of Hindi teachers of the school.
On this glorious occasion, 13 wall magazines prepared by the students of class IX and X featuring collection of Hindi writings by famous Hindi writers, paintings, famous verses, self-composed poems, biographies, were unfolded by Subhash Chandra Dixit, Principal, VKV Nirjuli.
Patriotic songs, poem recitation and story telling by the students of the school were the other highlights of the programme.
Commissioner Fishery inspects fish ponds in Yingkiong
YINGKIONG, Sep 14: Commissioner (Fishery) Huzar Lollen on Wednesday inspected fish ponds at Karko, Jengging and Gette areas and interacted with fish farmers of these villages.
During his visit to Pegu lake, which is a natural lake developed by the Fishery Department, the GBs of Karko village have reportedly scripted on a stone claiming ownership of the lake.
Later, the Commissioner directed the DFDO to immediately conduct a meeting involving administration, GBs and PRI members of the area to revolve the issue. DIPRO
First day of L Subansiri bandh peaceful
ITANAGAR, Sep 14: The first day of the 36 hrs bandh called by All Lower Subansiri District Students Union passed off peacefully with stray incidents of road blockages in some places between Potin and Ziro. Shops remained closed and thin attendance was reported from several offices.
The District Administration had declared the bandh illegal and passed an order to the effect that damaged caused to public or private shall be borne by the president of the student union and consequent arrest. The DA assuring security has also appealed to the shopkeepers to open their shops tomorrow. The demands placed by the student union pertaining to government land encroachment and road maintenance has already been addressed, stated Deputy Commissioner Kemo Lollen. He informed that individual notices have already been served to the land encroachers and pertaining to the road maintenance MoS MoRTH has already sanctioned 10 crores in his visit on Tuesday. DIPRO
SSA organizes awareness program for girl students
PASIGHAT, Sep 14: Awareness training to sensitize girls under POSCO Act, drug abuse, health and hygiene and self-defense was conducted at Koyu and Mebo by the Gender Coordinator, SSA District Mission, Obit (Jomrang) Jamoh where hundreds of girl students of Koyu Govt HSS and residential school at Koyu and Memo Govt HSS school, Mebo UPS and UPS Romdum at Mebo actively participated. In both the places, Gender Coordinator Jamoh delivered lecture based on the motive of the training program and its importance.
At Koyu, the training was formally inaugurated by the EAC Starlie Jamoh and Dr. Bomsi Koyu, MO and taekwondo master Oti Pegu imparted the training as resource persons.

New poultry variety 'Quail' introduced in Namsai
ITANAGAR, Sep 14: KVK Lohit, Namsai under ICAR-NRC on Yak has introduced new poultry variety 'Quail' for the first time in the district and 500 birds have been distributed to women SHG Khun Ta Nau Welfare Society and women beneficiaries of Chongkham and Kaba villages under the supervision of Programme Coordinator (in-charge) Dr. Debasis Sasmal.
Quail bird matures very early and starts laying egg for 42-45 days onwards.
The beneficiaries have also been provided feeds and medicines.
Union seeks relaxation on stipend
ITANAGAR, Sep 14: The Nyapin Nyobia Sangram Phassang Students' Union (NNSPSU) in a representation to the Director School Education requested him to reconsider its decision to implement direct-account transfer of students' stipend claiming many of students still don't have account book and aadhar cards. The union requested the authority to disburse the stipends directly to students.

ITANAGAR, Sep 14: Dri 11 lifted the Central Ke-Me-Ha Football Cup, defeating Government Higher Secondary School, Anini team in the final played in general ground Anini on September 13.
Dibang Valley Deputy Commissioner Tamune Miso, who attended the final match, urged the players to maintain sportsman spirit and obey the rules of the game.

Tafrogram Football Club lift Thankso Chai Memorial Football Trophy
ITANAGAR, Sep 14: Tafrogram Football Club lifted the 9th Thankso Chai Memorial Football Trophy defeating Mishimi Rifles Football Club 3-0 in the final at Jublee Ground here on Wednesday. The winning team was awarded cash prize Rs. 50,000 with the coveted trophy. The runners up team was awarded cash prize of Rs. 30,000.
The final match was witnessed by MLA Roing Mutchu Mithi, who gave away the trophy and cash prizes to the winners and runners up team. Nampong MLA Laisam Simai, also attended the final match.
Display of cultural items was the special attraction of the closing programme.
Altogether, 21 teams participated in the tournament.

The Union Minister of State for Road Transport and Highways, Chemical Fertilizers Mansukh Mandaviya has given new hope for early construction of Potin to Bopi stretch under Trans Arunachal Highway (TAH). During his just concluded visit to Ziro minister asked the district administration to develop better coordination and also directed the deputy commissioner to submit the compensation package within a week to the ministry. He also announced Rs 10 crore for maintenance of the said road. Minister also traveled by road from Itanagar to Ziro. It is really appreciable on his part to travel by road to get better idea about road condition.

Dear Editor,
This is in response to the advertisement for the post of Tourist Information Officer (TIO) by APPSC that appeared in local daily on 6th September.
We are the Diploma Holder in Tourism Study (DTS) from IGNOU. When we went to apply for the post, official of commission told us that there is some problem with Diploma degree of IGNOU. Official informed that may be diploma of IGNOU is not equivalent to diploma of other institution and hence our application may be rejected. But we were also told that we may apply for the post and at the time of scrutiny decision will be taken. So now we are confused.
When other degree and diploma of IGNOU such as B.Ed , DE.LED B.A, B.Sc etc are dully recognized and accepted for higher education and for govt. job then why not DTS for the said post.
Now a days simple graduation does not fetch a good job, so poor candidates like us who cannot afford to go to regular institute, somehow manages to do DTS from IGNOU so that we may have better opportunity for better job. If APPSC does not accept degree and diploma of IGNOU, it implies that commission is derecognizing ministry of Human Resource Development, under which IGNOU comes. And if really commission does want to accept degree and diploma of IGNOU, it should officially notify it.
In the state like Uttar Pradesh, Kerala educational qualification for such post is graduation in any discipline whereas at least we are Diploma in tourism study. Therefore, we the unemployed youth of the state appeals to the commission to kindly accept our Diploma and give us a chance to compete for the said post.

Dear Editor,
Through your daily esteemed I would like to highlight the serious issue of Dao (sword) culture. Many a time we hear about dao being used to attack people and this makes us wonder where are we heading towards? In this 21st century rest of India is talking about science and technologies, start up business and on the other hand our own people are busy in dao culture. Are we a savage? When will our people understand the true meaning of brotherhood? Sadly even younger generations also talks about negative use of dao.
I believe dao has been introduced for productive purpose not to harm each other. We must avoid this ill culture; it only spoils the society and nothing can be gained from it. There should be general awareness conducted against Dao culture. Under present CM Pema Khandu we are hoping for new dawn. Hope my message will reach to your ears.
